Meta Platforms has reported that Meta and elections were minimally affected by generative AI in the 2024 global election cycle. Despite widespread concerns that artificial intelligence could play a significant role in influencing election outcomes, the technology's impact was limited across Meta’s platforms. According to Nick Clegg, Meta's president of global affairs, Facebook and Instagram did not see a notable increase in AI-driven misinformation campaigns this year.
Generative AI has raised alarm bells around the world as it offers the potential for creating convincing false narratives, deepfake videos, and audio clips designed to mislead voters. However, Meta and elections experts revealed that coordinated efforts by bad actors attempting to manipulate public opinion on Facebook and Instagram through AI-generated content largely failed. Meta quickly identified and labeled AI-generated misinformation, significantly reducing its potential impact.
The volume of AI-driven misinformation was low, and Meta's content moderation teams took swift action to remove misleading or harmful content. Deepfake videos, including those that used AI to mimic President Joe Biden's voice or alter his image, were quickly debunked. Experts have noted that these efforts to mislead the public did not gain the traction expected, as the company’s rapid response helped prevent the spread of fake content.
While Meta and elections have been relatively immune to generative AI's influence, misinformation experts note that bad actors are increasingly shifting their operations to platforms with fewer safety controls. These include alternative social media sites, messaging apps, and even independent websites that evade the strict moderation policies employed by Meta.
As of 2024, Meta has dismantled around 20 covert influence operations that were targeting voters with misleading content. However, Clegg pointed out that the nature of these operations has evolved, with perpetrators adjusting their tactics to avoid detection. In particular, networks that spread AI-generated misinformation have begun to favor smaller, less-regulated platforms or opt for decentralized methods of communication.
In a significant shift from the 2020 U.S. presidential election, Meta has relaxed some of its stringent content moderation practices following criticism from users who felt their content was unfairly removed. Clegg explained that while Meta remains committed to reducing the prevalence of harmful content, the company has realized that the rules were sometimes applied too broadly, resulting in the removal of posts that did not warrant such actions.
"We feel we probably overdid it a bit," Clegg acknowledged. He further explained that Meta's new strategy would focus on improving the precision and accuracy with which the platform acts on its content moderation policies. The company is determined to protect free expression while still ensuring the integrity of information on its platforms.
This change in approach also stems from pushback by some political groups and lawmakers, particularly from the Republican side, who argue that Meta has been censoring viewpoints that align with conservative ideologies. In response, Meta has expressed a desire to fine-tune its moderation efforts to be fairer and more balanced, without compromising on its commitment to combat harmful misinformation.
Meta's evolving content moderation practices are not without controversy. In an August 2024 letter to the U.S. House of Representatives Judiciary Committee, Meta CEO Mark Zuckerberg acknowledged that the company had made mistakes in its past approach to content removal. Some of the decisions to remove posts were made under pressure from the Biden administration. Zuckerberg admitted regret over these actions, stating that the company had gone too far in response to government and media pressure.
Meta’s handling of Meta and elections has been under heavy scrutiny, particularly as election season approaches. The company has faced questions about whether it has done enough to prevent misinformation or whether its actions have inadvertently stifled free speech. The challenge for Meta going forward will be to find the right balance between enforcing content rules and respecting the diverse viewpoints of its global user base.
